区域低碳效率测度体系构建与实证分析——兼论湖南四大区域板块低碳效率差异 被引量:15

摘要 生态文明建设呼唤区域低碳效率的改善,而如何测度区域低碳效率就是摆在理论界和实践界面前的关键问题。文章基于SBM模型构建了区域低碳效率测度模型与指标体系,并利用湖南各市州的实际数据,检验了2005--2012年湖南四大区域板块低碳效率及其差异形成的原因,研究认为湖南四大区域板块内低碳效率差距较大,但呈收敛趋势,区域间效率波动差异较大,低碳效率的提升还有一定的空间。因而,新阶段应继续从转方式、调结构及制度保障方面强化区域低碳发展,湖南的示例对于其他区域低碳发展也是具有示范性的。 The construction of ecological civilization calls for the improvement of regional low-carbon efficiency, and the measurement of regional low-carbon efficiency is a key consideration for those who are conducting theoretical as well as practical researches. In this paper, based on SBM model, a measurement model and index system is constructed for measuring regional low-carbon efficiency. By employing the data from various cities in Hunan, the paper then conducts a test of low-carbon efficiency variance in four regional blocks of Hunan from 2005 to 2012 and analyzes the possible reasons. It is proposed that there is a large gap on low-carbon efficiency among the four regional blocks, but the trend was convergence. As the efficiency fluctuated greatly, there still remains some space to enhance carbon efficiency. Therefore, to strengthen regional low-carbon development, further effort should pay to the transfer mode, structure adjustment and system security, and the case of Hunan can be set as an example for carbon development in other regions.
