摘要
基于对中国资金流量表等不同统计资料的具体分析来看,1992年以来初次分配中劳动报酬所占比重出现下降趋势,这与发达国家20世纪80年代中期以来的劳动份额变化趋势相一致。通过详细的文献梳理和分析发现初次分配中劳动报酬占比下降是由多方面原因导致的,如中国的二元经济结构、产业结构的变动等。初次分配中劳动报酬占比下降致使国民收入分配结构不合理又会通过经济的需求面和供给面等多种渠道影响中国经济的转型发展。因此,我们要通过完善劳动经济制度,引导既有利于促进技能型劳动者收入增长又有利于增加就业的技术进步以及促进产业结构的高级化与合理化演进等途径,实现收入分配结构合理化调整与经济增长的良性互动,增强经济增长的内驱力,促进"新常态"下中国经济的转型发展。
Since 1992, based on the specific analysis of different statistical data such as China;s Fund Flow Record, the proportion of labor remuneration in initial distribution has declined, which is consistent with the trend of labor share in the developed countries since the 80's in twentieth century. Through detailed literature review and analysis, the decline of proportion of labor remuneration in initial distribution is caused by many reasons, such as China's dual economic structure, changes in industrial structure, etc. The decline of proportion of labor remuneration in initial distribution brings about unreasonable distribution structure of national income, which will effect the transformation and development of China's economy by different channels such as economic demand side and supply side. So, improving the institution of labor economy, guiding the development of technological progress, which is conducive to skilled workers' income growth and the increase in employment, promoting the advanced and rational evolutions of industrial structure are necessary. Through these ways, it is obvious that the positive interaction between the reasonable adjustment on structure of income distribution and economic growth, which will enhance the internal drive of economic growth and promote the transformation and development of China;s economy under the new normal.
