摘要
建立规范的武器装备采购绩效评价体系是适应装备建设发展形势的必然要求,运用灰色理论建立了武器装备全寿命周期费用估算模型,围绕费用、可靠性和固有能力3个指标,基于ANP方法对武器装备采购绩效进行综合评估,以绩效最优为目标为武器装备采购提供决策支持。
To adapt to the development of equipment,it is necessary to establish an evaluation system for acquisition performance of weapons and equipments.Therefore,this paper establishes a life cycle cost evaluation model with gray theory and evaluates synthetically the acquisition performance of weapons and equipments around cost,reliability and capability by using ANP（Analytical Net Process）method to provide acquisition decision support for optimized performance.
