摘要
基于环境绩效的角度,从环境职能、环境诉求、环境设施管治能力三方面对规划组织体系的政策背景、机构、职能、人员构成等方面进行分析,认为目前我国规划组织体系存在环境协调能力不足,环境诉求及优化动力有限,机构设置、人员配备不利于环境绩效提升,并提出制定基于环境绩效优化的部门协调清单及依托《立法法》修正案完善规委会机制等初步建议。
Based on the perspective of environmental performance,this paper analyzes the policy-making background,institution,functions and personnel constitution of planning organizational system from three aspects of environmental functions,environmental demands and environmental facility management.It comes to a conclusion that the current organization system in China lacks coordination of environmental planning,environmental demands and optimizing power.Institutional settings and staffing are not conducive to environmental performance.The paper also puts forward inter-department coordination inventory based on environmental performance and preliminary suggestions such as improving the planning commission mechanism relying on the legislative law amendment.
