我国工业用地价格市场化改革思路研究 被引量:6

摘要 自2006年国家将工业用地纳入市场配置范围以来,工业用地价格的市场竞价模式逐步建立。但现行工业用地供给方式及其价格形成机制导致城市用地结构不合理、工业用地利用效率偏低、产业同构现象严重、商品房用地供应比例偏低、固定资产投资过热等问题。工业用地价格市场化改革思路:(1)充分发挥土地利用总体规划的权威性和基础性作用,加强宏观调控;(2)通过严格招拍挂制度、制定差别化供地政策、严格准入等措施完善供地方式;(3)科学编制工业用地供应计划、发挥规划管控和引导作用,保障工业用地供需平衡;(4)推行立体开发、复合利用、循环利用和劣地优用等节地模式,构建工业用地节约集约机制;(5)加强供后监管和相关政策储备研究。 Since the industrial land was incorporated into the scope of market allocation in 2006,the bidding model of the price of industrial land has been set up progressively. Yet, the poor current industrial land supply pattern and pricing mechanism have resulted in the following problems: unreasonable structure of land-use, low industrial land use effi ciency, serioussimilarization of industrial structure, low percentage of commercial housing construction land supply,and the overheated investment in fi xed asset. On this basis, this paper introduces the idea of market-oriented reform regarding industrial land prices. These ideas include: we must fully exert the authority and fundamental role that the overall plan of land utilization plays in the price of industrial land, enhance our efforts to macro-control; through strict bidding and auction, we should formulate differentiated land supply policy, enforce strict admittance system with a view to improving land supply way; we must work out industrial land supply plan in a scientifi c manner, exert control and guidance role that the planning plays so as to ensure industrial land supply and demand balance; we should introduce some landeconomizing models such as dimensional model of development, compound use,recycling utilization, and use inferior land, so as to build economical and intensive mechanism for industrial land; and fi nally, we must step up our efforts to research after-supply monitoring and regulation, as well as related policy preparation.
