摘要
本文以中国石化某分公司物资供应框架协议招标为例,介绍了石油化工设备框架协议招标的要点、措施、实施和管理。框架协议招标将需要招标的物资集中起来,形成比较大的采购批量,减少了重复招标,提高了物资采购效率,节约了大量的人力、物力和财力,有利于标准化采购、增加供应商集中度,调动供应商参与供货的积极性,有效地降低了采购成本和管理成本,实现供需双赢。
By taking the material supplies framework agreement bidding by a branch of China petrochemical as an example, this paper introduces the main points, measures, implementation and management of petrochemical equipment framework agreement bidding. The framework agreement bidding collects the bidding materials together, forming a larger purchase lot, reducing the repeated bidding, improving the efficiency of the material purchasing, saving a lot of manpower, material resources and financial resources, promoting standard procurement, increasing supplier concentration, arousing the enthusiasm of suppliers in supply, effectively reducing the purchasing cost and management cost, and realizing win-win situation of supply and demand.
