摘要
知识生产模式现代转型及公共科研资助价值诉求等多重逻辑驱动下,世界主要创新型国家都纷纷开展了以影响为导向的科研评价体制改革,如英国的"科研卓越框架"、澳大利亚的"研究质量与获取性框架"、美国的"美国再投资科学与技术:科研对创新、竞争力和科学影响的评价"、荷兰的"情境中科研评价"等,非学术影响评价正成为世界大学科研评价新常态。非学术影响评价既是对现代大学学术自治逻辑的尊崇,也是对传统学术边界逻辑的超越,是高级知识社会大学科研评价的必然选择。
With multiple logical drives such as modern transformation of knowledge production model and value claim for public scientific research funding, the main innovation countries have been carrying out impactoriented research assessment system reforms, such as REF in UK, RQF in Australia, STAR METRICS in US,ERi C in Netherlands. And non-academic impact assessment becomes a new normal of university research assessment in the world. Non-academic impact assessment respects academic autonomy logic of modern university beyond traditional academic boundary logic, and it is the inevitable choice in advanced knowledge society.
