摘要
面对城乡教育一体化发展提出的新挑战和新问题,成都市教育行政部门以教师管理制度变革为抓手,着力探索、大胆实践"县管校聘"制度安排,建立了教师管理服务中心,加强了教师"县管校聘"配套制度建设,构建了"县管校聘"教师交流机制,从而形成了具有成都特色的教师管理制度综合改革"样本",相关实践成果切实转化为国家、省、市政府决策依据,助推了成都市教育现代化水平显著提升,实现了全市义务教育高位均衡发展。
Faced with new challenges and new issues raised by the integrated development of urban and rural education,the education administration departments in Chengdu have explored actively and practiced boldly the policy of"Job Rotation". This is the starting point of teacher management system reform. Through a series of policy measures,Chengdu has established a teacher management service center,strengthened corresponding system and constructed a teacher exchange mechanism of the policy of"Job Rotation". Thereby there is a "sample" of the comprehensive reform of Chengdu teacher management system,and related practice transform effectively into national,provincial and municipal government decision-making basis. The above mentioned improve the level of modernization of Chengdu education significantly,and achieve a balanced development of the city's compulsory education.
