摘要
由于各地森林受到自然灾害的风险不同,在进行森林保险费率厘定时,需要对其进行评估并划分合理的风险区域,这样才能制定科学的保险费率和差异化的财政补贴政策。以最具代表性的森林火灾为研究对象,建立风险评估指标体系,采用因子分析法对指标简化处理,通过聚类分析将我国各地区按森林火灾风险大小的不同划分为六个区域,为森林保险保费厘定提供科学依据,并提出完善森林火灾保险发展的建议。
Because the risk of natural disasters was different for different areas of the forest,we needed to evaluate the risk, and had reasonable risk area. Risk zoning was the premise of discriminating rate and disparate fiscal subsidies. This paper took the forest fire risk as the research object, and established an index system of risk assessment. Then simplified the indicators with the method of factor analysis, and through cluster analysis to distinguish China's regions into six different regions according to the size of the forest fire risk. This paper provided a scientific basis for pricing forest insurance rates, and some advice to improve the development of forest fire insurance.
