摘要
为了弱化我国城乡客运发展暴露出的二元分割结构特性,加强城乡客运一体化发展力度,加快新农村建设步伐,从而带动我国农村区域经济快速、稳步提高,实现城乡居民高质量生活水平的目标,本文基于宏观管理的视角,结合我国农村发展实际,深入分析当前现行运营机制的利弊,提出适合我国不同区域城乡客运一体化建设的运营机制,得出了"经济发达地区、客流量较大地区可采用政府监督、市场化运营的模式;经济欠发达地区、客流量较小地区可采用政府控股的运营模式"的结论。
To achieve the goals of weakening dual segmentation mechanism of urban-rural passenger transport in China, accelerating both the process of urban-rural passenger transport integration and the pace of building up new countryside, which will rapidly and steadily promote rural economy and realize the aim of higher standard of living of urban-rural residents, in this paper, based on perspective of macro management, combining with the actual condition of rural development, the comprehensive operation mechanism of urban-rural passenger transport integration of China is put forward. And according to the supervision and market-based operation can be applied less-developed areas with small passenger volume, the new operation mechanism, the mode combining government in developed areas with large passenger volume.
