摘要
文章中的整体性评估框架是以描述和测度数字不平等现象为目标而提出的,这一框架的提出背景是现有的数字不平等理论在基本假设和经验研究方面均存在漏洞,基于特定数字不平等形态的研究在客观上背离了个人信息实践的本质特征;其经验数据来自于对甘皖津三个地区九个村庄中农村居民的田野调查。文章提出了针对数字不平等类型的新划分方法与整体性评估框架,分析了该框架内的情境投入、数字化能力产出、数字化效率等概念之间的关系。在具体的数字化不平等评估层面,文章提出了数字化效率函数,并基于函数推导阐释了初期资源投入增加与数字化不平等持续加深这一矛盾所包含的内在必然性,同时也分析了该评估方法对未来研究的可能贡献。
The integrated structure of evaluation presented in this paper focuses on the description and measure of digital inequality phenomena. The evaluation structure is sought against the limitation of existing theory in basic assumption and methodology of relevant empirical studies. The previous studies in this field based on specific sort of digital inequality do not fit the reality of individual information practice. Empirical data of this paper come from the field studies in nine villages of Gansu, Anhui and Tianjin. This paper proposes a new classification approach towards digital inequality and an integrated evaluation framework. The relationships among the core concepts such as context- related input, digital ability output and efficiency of digitalizing are fully analyzed. Furthermore, a relevant function is proposed and the internal, inevitable contradictory between initial input increasing and digital inequality deepening is analyzed and interpreted with this function. Lastly, this paper also discusses the possible application of this framework to future digital inequality research.
