摘要
本文提出了科技类社会组织的概念,研究了在我国发展科技类社会组织的思路。科技类社会组织的功能包括社会化创新网络载体,参与形成多元化科技评价体系,补充政府创新公共服务职能。国家创新体系建设和政社关系调整将推动我国科技类社会组织发展进入新的阶段,我国新型科技类社会组织的"散点"已经出现,但大部分还处于自发状态,需要进行前瞻性的制度设计和引导。科技类社会组织发挥作用需要以"社会性"为前提,其建设需要充分依托已有的社会网络,运营则需要依靠多元化的资金渠道和政府的分类引导。
This paper proposed the definition and scope of ST social organizations,studied the thoughts on developing the organizations in China. ST social organizations constitute the social layer of innovation,help form socialized innovation network,participate in ST evaluation,and provide innovation- related public services missed by the government. The construction of national innovation system and state- society adjustment will lead ST organizations in China into a new stage of development.While scatters of ST social organizations have appeared,most of them are still in a spontaneous state. Forward- looking institutional design and guidance are thus needed. In helping them,the government must guarantee the social nature of ST social organizations and make full use of existing social networks. The operation of ST social organizations need diverse funding source and the government＇s categorized guidance.
