摘要
20世纪90年代末,马丁·特罗由强调入学人数的"旧的普及高等教育观念"转向了注重普遍参与的"接近于‘学习化社会’"的新的普及高等教育观念。这主要由三大因素促成:国际教育思潮的引领、信息技术迅速发展的触发、高等教育发展实践的启示。我国在推进高等教育改革和发展的过程中,应将高等教育大众化与建设学习型社会有机结合起来,统筹规划,协调推进。
In the late 1990s, Martin Trow had changed his "old higher education concept of universal access" which emphasized enrollments to a new one which closed to "learning society" focusing on universal participation. That mainly caused by such three factors as the i- deological trend of international education, information technology, and the higher education development. To advance the higher education reform and development, our country should build connection between promoting higher education massification and building the learning society, make overall plans and develop higher education in a coordinated way.
