摘要
党的十八届三中全会强调,改革需要系统、整体、协同推进。作为南京都市圈的核心城市,作为长三角、泛长三角的重要成员和国家服务业综合改革试点城市,南京理应更好地发挥其金融辐射的作用。南京具有金融集聚区建设良好的基础,对南京在江苏行政区范围和南京都市圈范围的金融辐射能力分别进行测度,比较后发现在都市圈范围内南京金融辐射效果更好,但辐射能力有待提升。南京需要加强金融辐射源的培育,消减金融辐射的阻力,促进与周边城市的协同共建,减少行政壁垒,完善功能区合理分布,防止盲目竞争和重复建设,从而让南京真正成为泛长三角区域金融中心。
The Third Plenary Session of the 18th Central Committee of the CPC stressed that we shouht implement systematic, integrated and coordinated refirms. Nanjing, as the core city of Nanjing metroplitan area, an important city of Yangtze River Delta and Pan-Yangtze River Delta and a pilot city of comprehensive reform of national service indust, should play a better role of financial radiation. Nanjing city is of a sound foundation for the contructiork of financial agghaneration zone, we measured the financial radiation capability in the scope of both Jiangsu administrative regi.n and Nanjing metropolitan area re- spectively, and we also, after making the comparison, found that the finncial ra, liati,m capability is better in the scope of metropolitan area, but remains to be improved. Nanjing needs to strengthm claltiwli.u of financial radiation source, elimi- nate financial radiation resistance, promote collaborative construction with surroml,ting cilies, reduce administrative barri- ers, improve reasonable distribution of function area, awid blind competition and repeated construction, and make the city become a true finane, ial c.enter in Pan-Yangtze River Delta area.
