摘要
事业单位岗位设置管理存在科学依据不足、岗位设置与编制管理相矛盾、岗位设置与岗位聘用相脱节、对在编人员岗位与雇员岗位统筹不够等诸多问题,需根据聘用制改革的要求,进一步完善岗位设置的依据,做到按需设岗;做好岗位设置与岗位聘用紧密衔接;推进编制与岗位设置改革应明确岗位总量,完善岗位结构比例,优化队伍结构;同时辅以优良的配套制度,强化岗位设置管理的效用,从而构建起科学、合理、可操作的岗位设置管理体系,促进事业单位聘用制改革,促进干部人事体制改革的进一步深化。
With the development of the reform of appointment system recent years, more and more attentions have been paid to scientific management of post setting in Chinese public institutions such as Colleges & Universities. The "setting position by staff " and other defects existed over past years have been tentatively corrected. However, there still are quite a number of insufficiencies of post setting management in the institutions such as lack of scientific basis, post setting inconsistent with management of authorized sizes, and disconnect with post employment, coordinating posts between permanent staff and employee poorly, and so on. The author suggests that post setting must be based on the requirement of the reform of the appointment system, and further improve the basis, then set post according to needs; make post setting and post employment co - ordinate; prompt the reform of authorized sizes and post setting, clear post total, and change the post structure, optimizing team structure; supplement excellent supporting system, and strengthen the effectiveness of post setting management, in order to build a scientific, reasonable and workable post setting management system, really reform the implementation of employment in institutions, and promote further deepening re[orm of personnel system.
