摘要
基于环境规制和结构调整的双重角色,从政策匹配视角分析了环境规制和产业结构对化石能源消耗的影响。研究发现:独立效应下环境规制与化石能源消耗呈倒U型关系,产业结构具有边际效应递减的节能效应,且独立节能效应具有空间异质性;协同效应下环境规制与产业结构实现了协同节能,且不同地区两类政策的匹配效果具有差异性,经济发达地区的政策匹配效果较好;相邻区域的化石能源消耗对本地区的化石能源消耗具有显著的正向推动作用。
In order to reveal the relationship of environmental regulation,structure upgrading,and fossil energy consumption,this paper firstly tries to analyze the role of environmental regulation and industrial structure as macro-adjusting method and characteristic of economy. On this basis,the theoretical model is then given considering direct effect and synergistic effect of environmental and industrial structure policies on energy consumption from perspective of policy matching. With the consideration of spatial autocorrelation and heterogeneity of fossil energy consumption,we establish ordinary panel regression model,spatial panel data model,and threshold model on the basis of the theoretical analyses. The results show that,there is the "U" shape nonlinear relationship between environmental regulation and fossil energy consumption,and significant restrain effect of industrial structure change on energy consumption. The synergistic effect of environmental regulation and industrial structure policies is significant negative and quite different between provinces. Adjacent province's fossil energy consumption has a significantly positive role in increasing the local one's fossil energy consumption.
