摘要
为了解决"营配贯通"工作中电网资源产权归属关系和服务班组关系无法变更的问题,加强对用电客户及电网资源的专业化管理,满足相同电网资源在不同专业中的业务管理和决策应用需求,文章通过组织机构编码的统一设计和管理、电网资源数据结构优化设计以及完善电网资源相关的不同专业管理归属数据信息,设计了资产产权变更业务,并通过信息系统对其进行流程化管理,从而实现了对电网资源资产关系变更的实时、规范化管理,营销和运维检修专业可根据专业需要对同一电网资源进行管理和决策分析,提高了电网地理信息数据对营销、配电管理等工作的支撑能力。
In order to solve the problems in marketing and distribution integration that power grid resources assets ownership and service team relationship can＇t be changed, and strengthen the management of customers and power grid resources, satisfy different service management and decision application demands on the same power grid resource, this paper designed a resource assets alternation service and implemented processed management through information system to realize the real-time and normalized management of power grid resource assets relationship alternation using unified design and management of the organization code, optimized design of power grid resources data structure and optimization of related professional management ownership relationship. Thus the marketing and maintenance departments can do management and decision analysis of the same power grid resources and improve the supporting capacity of power grid geographic information system for marketing, eventually distribution management has been improved.
