摘要
前海、上海自贸区规则与TPP最为接近,本文将前海自贸区与TPP规则进行比较,对比两者的差距,并重点从建立与前海蛇口自贸区相适应的负面清单、加强透明度管理、借鉴上海自贸区知识产权保护蓝本、试行国际劳工标准、建立自贸区服务贸易仲裁和商事调节局、借鉴上海自贸区的贸易投资策略以及加强工业4.0发展七个方面的策略,阐述深圳前海蛇口自贸区构建高标准国际投资贸易规则体系和制度框架的重要性。
Since the rules in Shanghai and Qianhai Free Trade Zone are the closest to the rules in TPP, this paper will compare the gap in rules of Qianhai Free Trade Zone with the rules of TPP and mainly focus on elaborating the importance of Qianhai Free Trade Zone in constructing high standards of international trade rules system and of institutional framework for investment based on seven aspects： establishing the adapted Negative List in Shekou area of Qianhai Free Trade Zone, enhancing transparency management, drawing on intellectual property protection blueprint of Shanghai Free Trade Zone, piloting international labor standards, establishing a trade in services arbitration and commercial adjustment bureau in free trade area, referring to trade and investment policy in Shanghai Free Trade Zone and strengthening the development of industry 4.0.
