摘要
农村富余劳动力转移问题是关系到农业乃至整个国民经济和社会发展的重大战略问题。这一转移 ,不仅具有其客观必然性 ,而且具有十分重要的积极作用。因此 ,为做好这一工作 ,应从提高认识 ,充分挖掘农业内部就业潜力 ,发展乡镇企业和建设小城镇相结合 ,全面提高农村劳动者素质、开展城乡统筹就业和不断扩大国际劳务输出等方面采取相应策略。
The transfer of surplus labor forces in rural areas is not only essential to the development of agriculture but also a strategic problem in national economy and social progress. The transfer occurs inevitably and has a positive effect on national economy. To accomplish the mission, we should take such measures as follows: understanding its importance, making full use of the interior potential for the employment in rural areas, combining the development of rural enterprises with the construction of towns, wholly improving the quality of labor forces in rural areas, taking reasonable and whole consideration for the employment both in the town and the countryside, and expanding the exportation of labor forces in the international market.
