摘要
《教育规划纲要》实施五年间,我国教师政策体系不断完善,教师政策短板得到充实、教师专业标准强化明显。但高等职业教育教师政策、民办教育教师队伍建设的总体战略部署和规划,以及教师政策框架下的内部要素:教师职称政策、教师待遇、教师退出机制等尚处于政策真空状态,而《教师专业标准》也缺乏可以依凭的评价阐述,削弱了标准的可操作性。因此,未来五年,教师队伍建设尚需健全各级各类教育教师总政策、补充完善教师政策框架内部要素相关政策和细化教师政策具体内容。
During five years on implementing the education planning ,the teacher policy is significantly improved with professional standards .But the overall strategic orientation of higher education ,construction of teaching staffs for private higher education ,and the standards for the treatment of teachers remain underdeveloped .And the professional standards for teachers are short of assessment and operations . Therefore ,for 5 years to come ,great efforts are needed to improve the teacher policies .
