摘要
环境污染的负外部性催生了政府环境规制的产生,而环境污染和能源消耗总是不可分割的,那么这种旨在控制污染的规制措施能否通过倒逼机制对中国能源效率产生影响,以及会有什么样的影响呢?以往文献对此罕有讨论,为了丰富该方面的研究,文章首先从理论上提出了环境规制与能源效率的作用机制,然后采用2000~2012年中国30个省份的面板数据分别从静态和动态的角度进行了实证检验。根据实证分析结果,提出政策建议:一是不同地区应该根据自身特点设计差别化的环境规制政策;二是在制定环境规制政策时,应该考虑增加对提升能源效率的规定;三是积极发展循环经济,实现废弃物和资源的循环利用。
The external diseconomy of environmental pollution gave rise to the intervention of government environmental regulation. In most cases,environmental pollution and energy consumption are closely related to each other. Can regulation measures promote China's energy efficiency by a forced mechanism? To answer this question,the paper puts forward a theoretical model for environmental regulation and energy efficiency,and then uses provincial panel data from 2000 to 2012 in China to make an empirical research. The results show that:(1)Generally speaking,environmental regulation can significantly promote total factor energy efficiency in China,and the forced mechanism exists;(2) There is a U- shaped relationship between environmental regulation and total factor energy efficiency. When most of the eastern region is at the right of the turning point,improving environmental regulation can promote energy efficiency,and when most of the central and western regions is at left,environmental regulation does not achieve a forced mechanism. Finally,based on research findings,the paper puts forward policy recommendations.
