摘要
公众参与水务公共服务决策与监管既是公共管理民主发展的必然结果,也是实现水务公共服务高效率、高质量的必然要求。通过对我国水务PPP中的公众利益需求进行分析,结合我国目前参与制度不够完善,执行力有待进一步强化;参与形式单一,参与效果有待进一步加强;公众参与积极性较低,参与能力有待进一步提高等现状,通过借鉴英国、法国、美国等西方国家水务公共服务公众参与的经验做法,尝试从政府、水务企业、社会公众以及社会第三方组织的角度提出完善我国水务PPP中公众参与机制的建议。
Public participation in policy-making and supervision of public water service in urban areas is not only the inevitable result of public administration democracy development,but also the necessary requirement to achieve high efficiency and high quality water service. This paper tends to analyze the public interests in water service in China and combine with the problems in China＇ s current public participation like low execution ability,a single impractical form,passive participation willingness,low participation ability on the whole. Then,the experience of public participation in water public service in such developed countries as Britain,France and America is introduced for reference,and a series of recommendations from different angles such as government,enterprises,public and third-party organizations to improve the public participation mechanism of water service in China are proposed.
