摘要
面对流动人口持续快速攀升,城市资源环境承载负荷日益加重的严峻形势,如何控制人口规模,优化人口结构,实现人口、资源、环境的均衡发展,是摆在沿海发达城市面前的重要课题。文章在调研宁波市北仑区优化流动人口结构的区域管理实践的基础上,审慎人口不合理增长的内在驱动机理,借鉴发达国家应对人口结构变化的有效经验,就进一步优化人口结构与分布,促进人口长期均衡发展提出了政策建议。
Confronting steadily rapid rise of migrant population and severe situation of ever-increasing pressure on urban resources and environment,how to control the population size and optimize the population structure so as to realize the balanced development of population,resources and environment becomes a key issue for the coastal developed cities. Based on the investigation into the practices of optimizing the structure of migrant population in Beilun,Ningbo,looking into the internal driving mechanism for unsound population growth and drawing on the experience of developed countries for reference,this paper aims to put forward some suggestions for further optimizing population structure and distribution so as to promote long-term equilibrium development of population.
