摘要
阐述了环境监测技术监管的概念及其重要性和必要性,分析了由于认识不到位、技术手段欠缺、机制不完善等原因而导致的技术监管作用的弱化表现。提出了开展环境质量现状、污染源状况等多项技术监督,建议利用报告、会议、区域目标考核等形式,建立多部门联动的环境质量分析、跟踪监测机制,以进一步完善技术监管体系。
This article describes the concept, the importance and necessity of technological supervision system of the basic-level environmental monitoring. It also analyses the weakening performance of technical supervision function due to poorly understanding, lack of means and imperfect mechanism. In order to further improve the technological supervision system, multiple supervision indexes are put forward such as the present environmental quality, pollution source situation, some forms are used such as report, conference, regional target assessment, and many mechanisms are established like multi-sectoral linkage environmental quality analysis, the project approval process tracking and monitoring, and the integration of the internal resources of environmental monitoring department.
