摘要
开展大规模国土绿化行动有其必要性和紧迫性。要围绕创新、协调、绿色、开放、共享的发展理念,以实现林业"双增"目标为根本任务,以转变发展方式为主线,以体制机制创新为动力,以建立健全制度体系为保障,进一步完善重点工程建设,强化森林经营,加强森林保护,狠抓身边增绿,拓展特色经济林果,积极推进碳汇林业和生物质能源建设,积极推动植树造林和国土绿化事业科学发展。紧紧围绕国家发展重大战略,强化顶层设计,完善造林绿化发展规划,进一步优化国土绿化空间布局。动员全党、全社会、全国各族人民的力量,齐心协力,上下联动,采取强有力的措施,推动国土绿化健康发展。
Large-scale land greening is necessary and urgent. We need to focus on the developing wisdom of innovation,harmony,green,open and sharing to achieve the ' two-increase goal'. We should change the mode of development as the main line,to institutional innovation as the driving force,in order to establish a sound system for the protection,to improve the construction of key projects,strengthen forest management,strengthen forest protection,pay close attention to greening,expand economic forest,actively promote forestry carbon sequestration and biomass energy construction and promote the development of afforestation and greening science. And we should also focus on the national development of strategies to strengthen top-level design,im prove afforestation and greening development planning,and further optimize the layout of land and green space.We need to mobilize the whole party,the whole society,the strength of the people of all ethnic groups,to work together,to take strong measures to promote the healthy development of land greening.
