摘要
跨区域大气污染问题是当前中国大气治理领域所面临的重大难题,凸显了无边界的大气污染与有边界的行政区划之间的矛盾与冲突。京津冀地区是中国跨区域大气污染最为严重的区域,虽然自2008年北京奥运会以来,京、津、冀三地在跨区域大气污染合作治理上取得一定进展,但囿于大气污染治理的属地主义局限以及三地空气治理上的"利益差",京津冀并未建立起跨区域大气治理的常态性和实效性机制。基于此,本研究以协同治理理论为分析工具,对京津冀跨区域大气污染协同治理的既有实践与可行性基础进行了研究,并探讨了实现跨区域协同的几个关键性问题,在此基础上,提出构建京津冀跨区域大气污染协同治理机制的几点展望与建议。
Currently,cross- regional air pollution is a major problem in China's air pollution governance field,it highlights the contradictions and conflicts between the air pollution without borders and the administrative divisions with borders. The situation of cross- regional air pollution in Beijing- Tianjin- Hebei region is the most serious in China. Since the 2008 Olympics,Beijing,Tianjin and Hebei have made some progress on the cooperation of cross- regional air pollution governance. However,limited by the territorialism on air pollution governance as well as the "interest differential"of the three regions,the Beijing- Tianjin- Hebei region has not established normal and effective mechanisms to solve the cross- regional air pollution problem. Based on the collaborative governance theory as the analysis tool,this paper analyzes the practice and feasibility of the collaborative governance on cross- regional air pollution in Beijing- Tianjin- Hebei region and discusses several key problems of implementing cross- border collaboration. Based on this,the paper puts forward some expectations and suggestions to the construction of the mechanisms of collaborative governance on cross- regional air pollution in Beijing- Tianjin- Hebei region.
