摘要
《国家中长期教育改革和发展规划纲要(2010-2020年)》实施5年来,我国高等教育质量保障与管理制度体系适应大众化高等教育发展规律的要求,正在发生一系列根本性变化。高等教育"管办评分离"改革,为高校外部质量保障体系建设提供了全新的制度环境。主要针对近5年来我国高校外部质量保障体系建设的新制度、新举措、新变化进行评估,内容包括我国高校外部质量保障体系建设的成效、目前存在的问题、进一步完善高校外部质量保障体系建设的若干政策建议。
To adapt the requirement of the development regulation of higher education popularization, the quality assurance and management system of Chinese higher education is undergoing a series of fundamental change. The separation of management, operation and accreditation provides a new institutional environment for the construction of the external quality assurance system of higher education institutions. This paper mainly evaluates the new system, new initiative and new change of the construction of the external quality assurance system of higher education institutions in the past five years. It includes the effectiveness, current issues,policy recommendations of the construction of the external quality assurance system of higher education institutions.
