摘要
划定耕地红线区域可有效减缓快速城镇化大都市边缘地区建设活动对耕地的占用,是耕地保护的重要手段。以位于快速城镇化大都市边缘地区的常州市新北区为研究对象,在分析现状耕地特点的基础上,根据相邻地类之间的适宜性选取拟退耕的耕地和宜垦的农村居民点用地。将不同土地利用类型赋予不同阻力系数,运用最小累计阻力模型,计算各地类转化为耕地的累计最小阻力。用标准方差分类法对累计最小阻力值分类,找出耕地适宜性分区阈值,并划定耕地空间红线区域。结果表明:划定的耕地红线区域面积为299.84km2,为研究区域总面积的66.25%。红线范围区域内耕地占耕地总量的92.50%,划定的耕地红线区域能起到耕地保护的作用。通过最小累计阻力模型划定出耕地红线保护区域,对耕地红线内不同土地利用类型采用不同的保护标准,可以为快速城镇化区域耕地的保护工作提供参考。
Demarcating farmland redline is an important means for farmland protection,which can slow down farmland occupation in metropolis fringe areas where massive construction activities frequently take place during urbanization proceess.Xinbei District in Changzhou City which is located in metropolitan fringe area with rapid urbanization was selected as study area in this research.Based on the analysis of the present farmland status and its characteristics,the returning farmland and reclaim-suitable rural residential land were then selected according to suitability of adjacent land patch.A specific resistance coefficient was then assigned to each land use type,and accumulated minimum resistance for other land use type convertedto farmland was calculated using MCR model.Accumulated minimum resistance was classified using standard deviation classification method in order to find a farmland property threshold,which demonstrates the location and shape of farmland redline.The result shows that the demarcated farmland redline region in Xinbei District has an area of 299.84km2,which occupies 66.25% of the whole study area and contains 92.50% of current farmland,shall help to protect most of the farmland.This research shows that MCR model could be used to demarcate farmland redline effectively.Adopting different protection standards within different regions,which split by redline,can provide an important reference for farmland protection.
