摘要
中医临床诊疗指南应用评价项目是由国家中医药管理局组织领导,财政部经费支持的大规模研究项目,评价方法采用主观与客观形式结合的方式,兼具项目管理和研究课题的双重属性,具有参与单位广泛,涉及中医临床多学科多领域的特点。文章针对中医临床诊疗指南应用评价项目的规范管理和质量控制要点进行了论述。管理方面针对项目实施的不同阶段,重点落实分级培训、执行反馈、总结评估等内容,提出科学地进行数据管理,落实各级人员管理职责。项目监查方面重点落实各级监查职责,监查评价质量。指南评价符合度是监查的关键内容。针对项目实施中存在的问题,提出建立评价数据管理平台、实行第三方监查与评价的建议,促进提高中医诊疗指南应用评价的质量。
The evaluation research project of traditional Chinese medicine clinical practice guidelines（TCM CPGs）application is a large-scale research project which strengthened policy guidance by the State Administration of TCM and provided funds support by the Ministry of Finance.The evaluation methods that adopt the way of combining subjective and objective forms have double attribute of management and research.The project has many features,such as broad participation of the organizations and involving many subjects and domains of TCM clinical practice.This article discussed the standardized management and quality monitoring points of the TCM CPGs application monitoring project.As for project management,it focused on implementing hierarchical training,implementation and feedback,or summary and assessment according to the different stages of the project implementing,and proposed to manage data scientifically and implement responsibilities of personnel at all levels.As for project quality monitoring,it focused on implementing the monitoring responsibility at all levels and the monitoring evaluation quality,and the conformity of TCM CPGs application evaluation was a critical content of monitoring.Aiming at the problems existing in the project,some suggestions were put forward in this article to improve the quality of the TCM CPGs application evaluation,including establishing the management platform of evaluation data,and practicing the third party evaluation and monitoring.
