Foreign Open Government Data Policy: a Pilot Study

摘要文章对国外开放政府数据政策的发展过程进行了概述并分析了其本质,通过对政策中核心问题的提取和解析,构建了开放政府数据政策的内容框架。详细解析美国、英国、澳大利亚相关政策文本,以此展示了此框架作为开放政府数据政策内容完备性评估工具和问题探究工具的可行性。 This paper summarizes the development process of the foreign open government data policy and analyzes its essence. Then, the paper constructs the content framework of the open government data policy through extraction and parsing of the core question of policy. The policy text of the United States, Britain and Australia show the feasibility of this framework as a means of completeness evaluation and problem exploration.
