摘要
为优化应急监测力量,提高海洋环境突发事件的应急响应能力,需建立科学、高效的沿海化学品风险源管理,而环境风险评估技术是进行环境风险分级管理的前提和基础。在对上海市沿海化学品风险源风险特征分析的基础上,构建了基于风险源,控制机制和风险受体的化学品风险源环境风险综合评价指标体系,以上海市沿海4区1县为例开展实例研究,以期为沿海化学品风险源的风险管理提供决策依据。
Environmental risk assessment technology is the prerequisite and basis for environmental risk classification management. In order to improve the capability to respond marine environmental emergencies and to optimise the contingency monitoring capacity, it is urgent to establish a scientific and efficient coastal environmental risk source management system. Based on the analysis of the chemicals risk source characteristics in coastal Shanghai, a comprehensive environmental risk evaluation index system for chemicals risk sources was constructed in view of risk sources, control mechanism and receptors. A three-level risk classification management system was proposed, and coastal four districts and one county of Shanghai were taken as examples to provide the decision-making basis for chemicals risk source management in coastal areas.
