摘要
知识产权政策协同失灵制约着中国知识产权强国建设。以知识产权政策为研究对象,解析了知识产权政策协同内涵,运用政策系统理论,将知识产权政策系统分为知识产权政策主体子系统、知识产权政策客体子系统、知识产权政策运行子系统,并运用协同学理论分析了知识产权政策复杂系统的协同机理。旨在认识知识产权政策内部协同演化规律,推进知识产权政策与产业经济发展的深度融合。
The effectiveness of intellectual property？ Policy system is restricting the construction of intellectual powerful country. In this paper, intellectual property policy system is the main study object, and we analyses the connotation of the intellectual property policy coordination. Based on systematic theory, intellectual property policy system includes subject system, object system, operating system. Using the theory of synergetic, we analyses coordination mechanism of intellec- tual property policy system. We hope to cognize co-evolution law of intellectual property policy system, and to promote the integration of intellectual property policy and industrial economic development in depth.
