摘要
政府回应行为在网络反腐事件中发挥着重要作用,通过政府回应梳理网络反腐的运行机理,从行政系统内外部的五个方面——政治压力、舆论压力、爆料人压力、政府透明度和官员影响力建立理论模型,探究影响因素,基于2008—2015年170个网络反腐案例数据进行检验。研究发现,超过半数的网络反腐事件中政府回应不及时。网络反腐事件中的中央反腐力度、网络平台类型、信息源类型、涉案官员职位、涉案官员级别显著影响政府回应的及时性,而地方领导支持度、数字鸿沟区位、政府透明度等因素的影响并不显著。结果表明,网络反腐事件中政府回应性压力来自中央政府、网络舆论和爆料人,具有较强的"人治"色彩,腐败官员的级别和职务影响也可能对纪检监察机构的调查介入起到一定的阻滞作用。由此,应将规范政府回应行为作为网络反腐制度化的重要举措。
Government responsive conduct plays a crucial role in cyber anti-corruption incidents,the speed of the involvement of discipline inspection institutions,rather than the result,should be main observation target.From the perspective of government responsiveness,the theoretical model and research hypothesis of cyber anti-corruption working principal are based on the five factors of the administrative system,namely,political pressure,the pressure of public opinion,whistle blowers' pressure,government transparency,and involved officials' influence. The hypothesis model can be tested by the 170 cases between 2008 and 2015. The research shows that the government fails to respond in time in over half of the cyber anti-corruption incidents,but the situation is being improved. Timeliness of government responsiveness is significantly affected by anti-corruption intensity of the central government,network platforms' type,information resource type,positions and levels of the officials involved while the support of local government,the position in digital divide,government transparency matter less. The result illustrates that the pressure of government responsiveness in cyber anti-corruption cases comes from the central government,public opinion and whistle blowers while it is still a representative of rule of man. Local party leaders may put off responding out of interests connections and collusion. The rank and position of the corrupt officials may also intercept the investigation conducted by discipline inspection institutions. Therefore,the key method to systematism of cyber anti-corruption is to regulate government responsiveness.
