摘要
为了客观科学的评价机场运行安全管理状况,研究了机场系统构成和安全管理概况,参考民航规章和专家咨询意见,充分考虑驻场单位与机场运行的相关性,建立了由4个准则层和23个具体指标组成的评价指标体系。通过引入区间数特征根法(IEM)确定指标权重,旨在减小判断矩阵对一致性检验的依赖性并提高判断准确度。针对传统模糊集不能全面表达不确定信息的缺点,依据Vague集建立了改进型的机场运行安全管理评价模型,评价结果能够得出机场安全管理水平等级及其发展趋势,并通过实例验证了模型的有效性。
The present paper is aimed at evaluating the safety status of airport scientifically and reasonably. The general situation of safety management and formation of the airport system were studied. After that, the indicator system on evaluating airport operation safety management including 4 criterion layers and corresponding 23 specific indicators was constructed through referring to civil aviation regulations and experts'opinions as well as considering correlation of airport operation and airlines adequately. The interval eigenvalue method (IEM) was used to calculate weights about all indexes between different levels. It can reduce dependence of the consistency check to the judgment matrix and improve accuracy of judgment. Then an evaluation model was built by integrating the IEM and Vague sets because it can express the uncertainty information fully. The evaluation model can obtain which level airport safety management belongs to and safety level development trend, and the effectiveness of the model is verified by an example.
