摘要
频频爆发的食品安全事件在受到国际社会广泛关注的同时,也为食品安全的管理和保障带来巨大挑战。作为负责食品安全的政府机构,必须采取"新治理"措施,依靠科学研究来决定如何构建应对新兴风险,尤其是具备应对各类食源性疾病能力的问题。通过比较美国食品和药物管理局(FDA)食品咨询委员会及欧洲食品安全局(EFSA)对科研机构的监管,重点介绍由于结构和体制的不同对丙烯酰胺事件处理结果的差异,并在一些方面得出对我国的启示和借鉴。
Frequent outbreaks of food safety incidents,not only abstract the extensive concern to the international community,but also present a huge challenge for food safety management and protection. As a government agency responsible for food safety,"the new governance"measures must be taken,relying on scientific research to determine how to build a response to emerging risks,especially the ability to cope with all kinds of food borne disease. This paper compares the scientific research institution of supervision between the United States Food and Drug Administration(FDA) Advisory Committee and the European Food Safety Authority(EFSA),and mainly introduces different structures and systems leading to different results about acrylamide events,which can in some ways provide the enlightenment and reference to our country.
