摘要 运用灰色相关性分析方法研究科研经费和科研人员等科研投入与科研著作和学术论文等科研成果产出的相关度。结果表明:科研经费的支出能较快地带动发明专利和人文社科专著的产出,而其他科研成果产出的滞后期都比较长;科研人员投入后,所有科研成果产出的滞后期都比较长。基于量化分析结果,可采取如下政策:完善考评机制,实行科研人员的分类管理;完善科研经费管理,提高科研经费的使用效率;完善激励机制,促进科研成果的快速产出。 To explore the relationship between the input and output of scientific research cannot do without the mathematical quantitative analysis method, especially the method of grey correlation analysis. Results show that university research funds can increase the output of patented inventions and monographs of humanities and social science, while the lag phase of other scientific research output is rather long. After the input of scientific researchers, the lag phase of all the scientific researches tends to be longer. Based on the results of the quantitative analysis, the following countermeasures should be taken: improving the evaluation system and classification management of researchers;strengthening the management and efficiency of research funds; applying multiple methods to analyze the lag phenomenon of research output; perfecting the motivation mechanism to promote the achievements in scientific researches.
