摘要
"一带一路"是我国21世纪重要的国际战略,而基础设施又是丝绸之路经济带上各国互联互通的硬件基础,其对促进"一带一路"战略的推进具有重要意义。本文从打造丝绸之路经济带核心区的目标出发,运用世界银行基础设施估计方法,量化研究新疆作为经济带交通枢纽、商贸物流及文化科教中心所需的基础设施投资规模,并在此基础上对比分析PPP、BOT及P2G等融资模式。分析认为,新疆首先要为基础设施投融资模式的创新创造有利的政策环境;其次要积极推进新型融资模式基建项目的试点;三是要促进区域内融资渠道的多元化;四是要积极引进外资,以支持战略开发项目的实施。
"The Silk Road Economic Belt and the 21st-Century Maritime Silk Road ( One Belt and One Road)" is China' s im- portant international strategy in the 21 st century. Infrastructure is the hardware foundation for interconnection between the various countries of the Silk Road Economic Belt, which is of great significance to promoting "One Belt and One Road" strategy. This paper, taking, the construction of the core area of the Silk Rood economic belt as the objective, employs the World Bank infra- structure estimation methods, makes a quantitative study of infrastructure investment scale in Xinjiang as the transportation junc- tion, trade and logistics center, culture and education center should have. On this basis, it makes a comparative analysis of PPP, BOT, P2G and other financing modes. Finally, it puts forward that it is of first concern to create a favorable policy environment for innovation infrastructure investment and financing made in Xinjiang. Secondly, it is of great necessity to actively promote the new financing model infrastructure pilot projects. The third is to promote the diversification of financing channels within the re- gion. The fourth is to actively introduce foreign investment to support the implementation of the strategic development projects.
