摘要
近年来,合作治理作为解决基层社区治理困境的新方案日益凸显出其重要性。然而,关于社区合作治理所需要的条件和适用性,学界仍然缺乏共识。一种重要的观点认为,如果社区中不存在占据主导地位的中产阶级,则社区合作治理难以实现,尤其是在中国这样一个缺乏社会资本的国家。通过系统梳理上海市G社区的环境综合整治案例,本文发现,中产阶级并不一定构成社区合作治理的必要条件,即使社区中产阶级力量不足,通过建立起以社区党组织和居委会为主导者的社区治理结构,也足以实现成功的合作治理。在中国,社区领导力量通过一整套行动策略整合社会资源,发动社会化力量加入社区治理,成功实现了社区合作治理。然而,这种"有领导的合作治理"模式只是中国社区治理在当下转型时期的过渡形态,社区治理有待于由行政主导模式向多元共治模式转型。
Collaborative governance has become increasingly prominent as a new solution to problems occurring in community governance recently. However, common ground has yet to be achieved in academia. For instance, some scholars argue that there is no way for collaborative governance without a strong middle class, especially in a country lack of social capital like China. This paper finds that middle class is not a prerequisite for collaborative governance and that collaborative governance can be realized through a governance structure in which community party cells and residential committees act as leading forces even there is no strong middle class present in Chinese context with a systematic analysis of a case of community environmental initiatives in Shanghai. Community party cells and residential committees may integrate various resources and mobilize social forces to realize collaborative governance, thus the concept of guided collaborative governance devised, which is a mode of community governance in transitional China. The transition from administrative community governance to co-governance is still needed.
