摘要
文中简要介绍了设立船舶排放控制区(ECA:Emission Control Area)的历史沿革,运用SWOT分析法分析上海港设立船舶排放控制区的可行性,为主管机关防治船舶大气污染提供对策。
The paper introduces the development of ship waste gas emission control area （ECA）, analyzes the feasibility of establishing such an ECA in Shanghai Port using the SWOT analysis methodology, aiming at providing counternleasures for the Administration on the prevention and control of air pollution.
