摘要
美国农业的长期发展得益于农业法案的制度设计和适时调整机制。美国政府为保护和支持农业,依托于农业法案先后实施了农产品补贴政策、价格保险计划、农业生产工业化等一系列举措,极大地促进了农业的发展。以美国2014年农业法案出台为契机,重点探讨了此次农业法案在农作物保险方面所做出的最新政策调整,以期为我国完善相关农业保险政策提供经验借鉴。
The development of American agriculture has benefited from the system design and timely adjust mechanism of the farm bill for a long period of time. To protect and support agriculture,the U.S. government has undertaken commodity subsidies,direct payments,price supports,industrial management of agricultural production and a series of other measures through the implementation of farm bill,which have greatly improved the agriculture production. Based on the 2014 U.S. Farm Bill,in this paper,we mainly discussed the latest policy adjustments in the farm bill,and briefly reviewed the evolution of crop insurance in U.S. agricultural legislation in the hope that it would provide some decision-making reference to related sectors in perfecting the agricultural policies of China.
