摘要
针对我国公共体育服务需求不断增加和各级政府财政越发紧张的现实矛盾,以及公共体育服务质量和效率普遍低下的现状,基于创新公共体育服务多元主体参与机制,运用文献资料法和归纳分析法分析了多元参与机制的现实需求,参与困境及其创新路径,研究认为:供给总量不足、供给效率低下、供给结构失衡以及决策机制不足、供给主体单一和监督机制不完善等迫切需要公共体育服务多元主体的参与。公共体育服务多元参与困境主要包括公共体育服务市场机制不完善、体育社会组织发展不足、公民参与不充分。创新路径包括完善市场竞争机制,发挥市场机制的纽带作用;创新政社合作机制,发挥社会组织服务功能;创新公民参与机制,推进公民的个体参与。这对于实现政府、市场、社会组织等多元主体竞合供给模式,满足公众多元化公共体育服务需求有着重要意义。
China public sports service,with low quality and efficiency,has realistic contradiction with local government fiscal tension. In order to initiatemulti-subject participatory mechanism of public sports service,the real needs,participatory plight,and innovation path of pluralistic participation by the methods of literature and inductive analysis. Insufficient total supply,low supply efficiency,unbalanced structure and insufficientdecision-making mechanism,simplified supply subject,and incomplete monitoring mechanism are the main reasons for multi-subject participating public sports service. The participatory plights includes incomplete market mechanism of public sports service,insufficient development of sports social organizations,and insufficient of citizen participation. The innovation path includes improving market competition mechanism to exert its joint function,innovating political and social cooperation mechanism to exert service function of social service organization,creating citizen participation mechanism to promote individual participation. These suggestions have a great value to realize multi-subject participatory mechanism and satisfy citizen＇s pluralism needing of public sports service.
