摘要
锰渣库建设和运营过程中出现的诸多环境安全问题、建设用地与周边农民争地矛盾突出问题如何在项目建设阶段采取措施降低事故发生几率是锰行业企业的追求,也是本文研究的目的。本文通过历史回顾的办法对我国电解锰渣库建设历史状况的回顾、分析,剖析电解锰渣库建设、运营中出现的问题及原因所在;通过对几起典型锰渣库造成的环境安全事故案例的分析,剖析了锰渣库建设可能出现的关键所在。而后根据电解锰渣的特性分析传统堆存方式面临的困难,本文提出采用废弃露天采坑解决传统电解锰渣堆存的优势、需要注意的有关事项,并以中信大锰公司下属的天等新材料有限公司电解金属锰厂锰渣库(以下简称"天等锰渣库")的建设实践,探索了使用矿山废弃露天采坑作为尾矿库建设用地、露天采坑改建为尾矿库的步骤和措施。
Manganese slag library in the process of the construction and operation of environmental safety problems to reclaim land,construction land and the surrounding farmers how contradictory prominent problems in the project construction phase to take steps to reduce the accident probability is the pursuit of the manganese industry enterprise,is also the purpose of this study.In this paper,through the historical review of the way to our country electrolytic manganese slag library construction review and analysis of the historical situation,analyze the electrolytic manganese residue problems arising from the construction,operation and reason;Based on several typical manganese slag library environmental safety accident case analysis,analyzed the manganese slag possible key to library construction.Then according to the characteristics of electrolytic manganese residue analysis of traditional storage difficulties,this paper puts forward the abandoned opencast mining pit solve traditional electrolytic manganese residue piling,need to be aware of the advantages of relevant matters,and manganese in zhongxin company subordinate days such as new materials co.,LTD factory of electrolytic manganese metal manganese slag library(hereinafter referred to as the"library"days such as manganese slag)for the construction of the practice,explores the use mine abandoned open-air mining pit as tailings,open-air mining pit construction land converted into steps and measures of the tailings.
