摘要 加拿大相关专家对政府的政策干预如何帮助因纽特人适应气候变化进行了评估和肯定,认为在适应气候变化方面,因纽特人具有一定的脆弱性,政府的政策回应应以认识到这一决定性因素为前提。同时,因纽特人本身具有一定的适应能力,不过这种适应能力的凸显和对适应障碍的克服需要政策干预:(1)支持环境知识的教育和传承;(2)为有低收入家庭的群体适应变化提供经济扶持;(3)加强对潜在危险因素及适应政策回应的研究;(4)保护社区、居住地的关键基础设施;(5)推动决策者对气候变化影响的认识及"适应"重要性的认识。 Canada's researchers identify and examine how policy intervention can help Canada's Inuit population adapt to climate change. Certainly,the policy responses are based on an understanding of the determinants of vulnerability indentified in research. They think,Inuit population themselves also have some adaptive capacity. However,realizing their adaptive capacity and overcoming adaptation barriers requires policy intervention to:( 1) support the teaching and transmission of environment knowledge;( 2)provide economic support to facilitate adaptation for groups with limited household income;( 3) increase research of risk factors and adaptive response options;( 4) protect key infrastructure;( 5) promote awareness of climate change impacts among policy makers.
