国外及我国试点省市碳配额总量设定及分配之经验借鉴被引量：1

摘要当前我国正在积极筹建碳排放交易市场,并计划于2017年全面启动。设定碳配额总量与配额分配方案是建立碳市场的首要环节。了解国内外现已实施的碳配额总量设定与分配制度措施,对于我国设定碳配额总量与配额分配制度具有重要的借鉴意义。通过比较分析国内外碳配额总量设定与分配制度的发展经验,结合我国实际情况,得出碳配额总量设定应具有一定弹性,碳配额分配方法应具有灵活性的结论。
