摘要
针对交通需求管理措施之间缺乏协调机制的问题,从交通需求管理发展现状入手,分析和总结需求管理措施和机制中优势和不足;提出交通需求的虚拟化、有序化、多样化和依赖性特征,并分析其对交通需求管理产生的影响;最后,结合多年的交通管理从业经验,提出以综合交通规划为主、现代信息科技和经济手段为辅的需求管理机制创新理念。分别从三个方面研究了交通需求管理机制中的创新应用措施,能够为城市交通管理政策的制定提供指导和借鉴。
In view of the problem of lack of coordination mechanism among traffic demand management measures,this paper starts with the current situation of development of traffic demand management, analyzes and summarizes the advantages and disadvantages of the requirements management measures and mechanisms. Then, the virtual, orderly, diversified and dependent characteristics of the transportation demand are proposed, and their impact on the traffic demand management is analyzed.Finally, combined with many years of experience in traffic management, an innovative concept of demand management mechanism based on integrated traffic planning, modern information technology and economic means is proposed, and the innovative application of traffic demand management mechanism is studied in three aspects. The results of this paper can provide guidance and reference for the development of urban traffic management policies.
