摘要
社会转型期的网络舆情事件增多,不仅降低了网络舆情涉事方的社会声誉,也不利于社会秩序的稳定。网络舆情服务机构良莠不齐,导致网络舆情的研判、预警活动存在诸多不规范之处。对网络舆情预警活动的规范,成为社会治理部门的重要工作内容。规范网络舆情预警,需要规范舆情预警服务机构和社会管理部门的组织管理架构,以提高网络舆情预警的质量和效率;需要规范相关法律法规,将舆情预警活动纳入法制的轨道;需要规范网络舆情服务从业者的行为,通过职业伦理教育提高从业人员的道德自觉度。
With the increase of the network public opinion events during the period of social transition,it doesn＇t only reduce social reputation of the involved parties,but also goes against the stability of social order. The service institutions are intermingled with the good and the bad,as the result,it leads to the irregularities of the network public opinion＇s judgment and warning. The specification of the warning system for network public opinion becomes an important part of social management department. The specification of warning needs the perfection of the service institution and the organization and management structure of social management departments,in order to improve the quality and efficiency of the network public opinion warning; it also needs the perfection of relevant laws,and brings the warning activity into the orbit of legal system; it needs a dedicated professional ethics education of network public opinion services,improving the practitioners＇ moral consciousness degree.
