The paper introduces basic definition and classifications of neighborhood operation line,explores specific neighborhood operation line construction procedures of railway working system,describes major neighborhood operation line construction points of railway working system from aspects of top pipe,top bridge and electoral line up-crossing,and finally realizes standard management of neighborhood operation line.
