摘要
海洋区域管理作为一个新兴的区域公共管理领域,始终存在着海域自然特征的整体性和部门管理的分割性之间的较强张力,由于管理体制分割、法律制度分割、行政管制分割等因素聚合在一起,形成了分割治理的复杂格局。在此背景下,不同涉海部门之间产生了一系列的组织机构职能协调问题,影响了海洋区域管理的绩效。本文以海洋区域管理中发生的实际案例为基础,揭示了部门间组织机构职能协调问题的复杂形态和背后的深层原因,并从推进海洋治理体系和治理能力现代化的需要出发,提出了系统的治理策略。
With the development of regional public administration,the governance of fragmented regulations has been a pressing issue. As a new field in regional public administration,there has been a great tension between the natural properties of integrity as a whole sea area and its governance of fragmented regulations in the management practices. Under the above background,there are a series of inter-organizational conflicts among the various ocean related departments,thus seriously affected the overall performance of the regional ocean public administration. This research,based on practical cases,is designed to reveal the complicated patterns of the inter-organizational conflicts and deep reasons behind the context of regional ocean public administration,and finally to raise a package of governance strategies directed to solve this pressing problem.
