欧盟能源科技创新战略对我国能源互联网发展的启示 被引量:2

摘要 全球能源互联网是世界清洁能源利用的重要途径,能源互联网是当前及未来一个阶段能源领域科技创新的研究热点,其建设也是世界很多国家实现低碳、绿色发展的重要战略措施。我国能源互联网的建设对全球能源互联网的形成具有重要意义。欧盟的科技创新政策、能源发展理念及行动计划,在推动欧洲能源转型方面发挥了重要作用,也为其他国家制定能源政策提供了参考。文章在对欧盟科技政策和能源发展战略进行梳理的基础上,归纳了欧洲能源技术创新计划和能源政策的内容及其发展变化,分析了其主要措施;剖析了欧盟能源发展面临的挑战,以及为应对这些挑战欧盟对能源战略规划进行的最新调整;总结了欧盟能源科技创新对我国能源互联网发展的启示。 Global energy interconnection(GEI) is an important way for the world to use clean energy, energy interconnection(EI) is a hot research topic in the field of energy science and technology innovation now and will remain for a period of time. The construction of China's EI is of great significance to the formation of GEI. Constructing EI has been taken by many countries, as an important strategic measure to achieve their low-carbon, green development. EU's science and technology innovation policy, energy development philosophy and associated actions have played important role in its energy transition, which provides other countries with valuable experiences in formulating energy policy. In this paper, a literature review of EU technology policies and energy development strategy is conducted and the content of its development and changes in European energy technology innovation program and energy policy are summed up. Then, the content and key measures, the challenges of EU energy development and its energy strategy planning are presented. Finally, the enlightenments to China's EI development are offered.
