摘要
高素质的公安指挥人才是建设现代警务指挥机制的重要保障。作为各级政府领导的决策参谋和突发公共安全事件的指挥员,履行辅助领导决策、综合信息研判、先期危机处置和科学危机预警等职能,应当具备信息研判能力、先期处置能力、现场把控能力、预案编制能力和沟通协调能力。公安类高等院校培养公安指挥后备人才队伍,需要明确公安指挥人才培养目标;打造公安指挥人才培养教学团队;加强人才培养的实践实训基地建设。
The talented Police commander is the necessary guarantee to establish modern policing mechanism of commanding. As the decision-making leaders at all levels and the commanders of emergencies that threaten public safeties must be responsible for assisting the decision-making, analyzing the situation,disposing the crisis in advance and publishing early warning scientifically. As a result, it＇s essential to equip them with the abilities of analyzing, disposing, controlling, plan making and communicating. Police colleges and universities have responsibilities to cultivate the back-up talented police commanders. Therefore, it ＇s required us to clarify the training targets with a high quality teaching teams and to enhance the professional training bases.
